Ambient
and Personal Air Monitoring
– Air
monitoring includes “personal air monitoring” and “ambient
air monitoring.” Both types are the responsibility of the
Contractor, although the Engineer/QA should be familiar with
all types in order to assist the Contractor and protect the
Owner and the public.
Soil and
Water Sampling
– Soil and
water sampling should be performed by the Contractor in the
presence of the Engineer/QA. This type of sampling should
be performed prior to and after job completion. Generally,
duplicate samples are retrieved by the Engineer/QA and the
locations are precisely kept so that “post job” samples can
be retrieved from like locations.
Waste
Compliance
– Assure all
waste collection and storage follows DEP/DER and EPA
guidelines and regulations. Procure all manifests and
related documents and retain in the project records.
Project
Close-Out Documentation
– BPA shall
report all findings and observations in close-out
documentation. The format shall be acceptable to the
Department and will contain summary reporting of the project
and services performed. Typically the close-out
documentation is in the form of a letter report. All
failing test results and any discrepancies shall be
identified in this report.
MEETINGS:
Contractor Bidding (Maintenance Painting)
– BPA
recommends a mandatory “pre-bid meeting” to be held at the
project site to provide bidders critical information, necessary when using a competitive bid/low bid selection
process. Furthermore, it is recommended the Designer
and technical support are present at this meeting to answer
any technical questions. This type of meeting can
create a clear understanding of the project scope, lead to
more competitive bids.
Preconstruction Meeting
– A critical
meeting that covers all aspects of project scheduling,
working hours, QA/QC, “hold points,” access to completed
work, correction of nonconforming work etc. This meeting
should include the FTE Project Manager, CEI (Project Manager
and Project Engineer), Contractor (QC Manager and Project
Manager) and FTE Coatings QA (BPA). Detailed “minutes”
should be taken and distributed to all attending parties and
the Owner. We recommend all parties who are referenced
on the meeting minutes “sign and acknowledge” the
document that is subsequently distributed as the “approved
meeting minutes.”
Progress
Meetings
– Agenda, frequency and administrative
requirements shall be established prior to construction
activity commencement. We recommend this meeting is used to
discuss production and overall project quality. In
addition, Contractor QC reports are typically provided to
the FTE Coatings QA Consultant for verification.
Post
Construction
– Format and time-frame after project completion shall be
established by the Department and met by the Consultant.
This meeting is typically optional for the FTE Coatings QA
Consultant as long as a Final Review has been performed.
